Here is the English Translation of the German:

The existence of that dedication as well as the specific circumstance of its creation have been knows for a while. Ernest Jones report: “A consultation which Freud held that month [the footnotes are missing] had interesting consequences a few years later: Weiss referred to a complicated patient from Rome who was treated by him. She was accompanied by her father, who happened to be a close friend of Mussolini. He asked Freud to donate one of his works to Mussolini and also to write a few words in the book; Freud agreed for the sake of Weiss. He selected the book “Warum Krieg?” [Why War?], which he had written together with Einstein and on the cover sheet with a reference to the archeological excavations sponsored by Mussolini, he wrote the following words: “From an old man who recognizes the dictator as a cultural hero.” [the transcription is wrong, Machthaber is not dictator, it is a potentate, the best rendition of literally, the holder of power]
