If the rape of a college student is a crime, why doesn’t the victim report the crime to the police rather than to the college or university?  College administrators, like upper level armed forces officers, have a vested interest in how sexual crimes are dealt with. The police don’t -or shouldn’t – have a stake in the outcome.
